Glossary of Terms

Base Pay Element Workday Human Capital Management (HCM)

The compensation components that will be included in the calculation of base pay for the purposes of determining the compa-ratio and target penetration. For example, you can choose to include both base pay and bonuses in the base pay for purposes of determining the compa-ratio.

Base Currency Workday Financial

Also know as default currency. The primary currency in which a company does business and reporting. For financial accounting, a company must have a base currency defined.

Base bid Program

An offer to do construction work for payment, the acceptance of which constitutes a contract between the contractor who made the bid (the bidder) and the agency or institution who accepted it exclusive of adjustments for additive alternates. Also know as a proposal or a tender; often called a prime bid when made by a construction company that hopes to become the prime contractor, or a sub-bid when made by a company that hopes to become a subcontractor.

Balance Period Workday Payroll

The period of time, such as current period, month-to-date, quarter-to-date, or year-to-date, over which Workday calculates a pay component value.

Award Program

This is a phase within the contract life cycle. Activities include; the Competitive Solicitation procurement process; negotiating (where permissible) with successful bidders; and contract execution.

Automated Clearing House (ACH) Program

Electronic payments commonly referred to as direct deposit and automatic debit. ACH is a low cost, safe and green payment method utilized by most state agencies to take advantage of economies of scale by processing transactions in batches rather than sending each payment separately.

Auto-fill Workday Time Tracking

A time entry method that copies time blocks from a worker's schedule or from a previous week onto the current week on the time entry calendar.

Assignee Program

Allows for identifying and reporting on financial activity and balances for which the individual is responsible. Defaults from another element such as the Grant (referred to below).

Assignable Roles Workday Cross Application

You can assign positions to organization roles. Depending on your staffing model, a position may or may not necessarily have a worker specified.

Artwork allowance Program

The cost of artwork for original construction of any building excluding storage sheds, warehouses, or buildings of a temporary nature, as provided in RCW 43.17.200. Universities and colleges must compute artwork allowances on the cost of original construction and on the cost of major renovation or remodeling work exceeding $200,000, as provided in RCW 28B.10.027.

Architect/Engineer (A/E) Program

A party to a contract to provide professional architectural and/or engineering design services to an agency or institution.

Approve Workday Cross Application

Designated participants in a business process, with a defined responsibility in this type of event, indicate they approve the proposed action. (The business process can proceed to the next step.)

Appropriation Program

A legal authorization to make expenditures and incur obligations for specific purposes from a specific account over a specific time period. Appropriations typically limit expenditures to a specific amount and purpose within a fiscal year or biennial timeframe. Only the Legislature can make appropriations in Washington State.

Application Programming Interface Program

A set of defined rules that enable different applications to communicate with each other. It acts as an intermediary of the layer that processes data transfers between systems. 

APPLE team Program

What is the ‘APPLE’ team and what does APPLE stand for? 

A team of subject matter experts solely focused on making enterprise decisions to resolve outstanding design questions. This team was formed in the spring of 2022 to assess and propose needed adjustments to plans to complete functional baseline design.

Apparent Successful Bidder (ASB) Program

The lowest responsive and responsible Bidder as determined by the bid evaluation process and prior to Bidder negotiations.

Annualization Factor Workday Human Capital Management (HCM)

The multiplier, which you set, used to calculate an annual amount of compensation for compensation plans. Each compensation plan has a frequency of payment, and each frequency has an annualization factor.

Amendments Program

A formal or official change made to a contract that adds, removes, or updates parts of the agreement such as performance period, pricing, scope adjustments, adds or removes products or services.

Alternative public works Program

Refers to public works processes authorized under RCW 39.10 and includes General Contractor/Construction Manager (GC/CM) and Design-Build. To use these procedures, the project must meet the criteria (including project size) stipulated in RCW 39.10.

Alternative analysis Program

Involves identifying different ways of meeting the functional requirements of the program including various construction solutions to a problem or whether to lease, buy, build, or use some other financing techniques. This requires using approaches such as costbenefit or life-cycle costing analysis to determine comparable costs of alternatives.

Alternate financing Program

Proposals that cover a wide range of financial contracts that call for the development or use of space by state agencies through a contractual arrangement with a developer or financing entity. The sale of debt obligations, Certificates of Participation (COPs) through the State Treasurer may be involved, or financing may be offered by a private developer. Title to the property involved may transfer to the state either upon exercise of an option or at the termination of the contract.

Allotment Program

An agency’s plan of estimated expenditures, revenues, cash disbursements, and cash receipts for each month of the biennium.

Allocation Program

Spending authority assigned to an agency from a lump-sum appropriation that is designated for expenditure by specific governmental units and/or for specific purposes, activities, or objects. For example, the Legislature may provide a lump-sum appropriation to OFM for allocation to agencies on an as-needed basis, or according to specified criteria.

Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) Program

Business must be: A for-profit business. A small business according to the U.S. Small Business Administration. Eligible owner(s) must: Be a U.S. Citizen or permanent resident. Own at least 51% of the business. Control managerial and day-to-day operations. Be female, African American, Hispanic American, Native American, Asian-Pacific American, or Subcontinent Asian American. (Other individuals may be found to be socially and economically disadvantaged on a case-by-case basis.) Have personal net worth of less than $1.32 M.

Aggregation Security Group Workday Cross Application

An aggregation security group is one whose members are other security groups. Workers associated with any included security group are granted access through an aggregation security group.

Agency Support Team Sponsor (AST Sponsor) Program

Our AST Sponsors are the senior leaders within their agency that champion One Washington efforts.

Agency Support Team Lead (AST Lead) Program

Our AST Leads serve as the point of contact for their agencies. They facilitate communications between their agency and our One Washington team, and serve as the primary day-to-day contact.

Agency Support Team (AST) Program

The One Washington agency support team (AST) networkwas created to support a two-way flow of information between the One Washington project team and the agencies we serve.  The AST network is comprised of representatives from each state agency including a sponsor (typically an agency director or deputy director), a lead who provides project management support, and subject matter experts (SMEs) who are helping to prepare their agency's people, processes, and technology for the changes ahead.

Agency Subject Matter Expert (SME) Program

Agency SMEs support One Washington activities like reviewing and providing input for project documentation on a routine basis. They are also available as a resource of information to One Washington.

Agency Steering Committee (ASC) Program

Mainly for large/medium agencies, this is an advisory group made up of senior leaders within the agency who provide guidance and advice on One Washington activities in place of or in addition to an Agency Support Team (AST).
