Phased Approach
One Washington is a state-wide transformation program focused on replacing 1960s-era technology with a cloud-based solution (Workday) for finance, human resources, payroll, procurement, and budget processes.
One Washington is a multi-year phased program, and is anticipated to progress in the following order:
- Phase 1A: Core Financials (Nov. 2020 – *July 2026-January 2027) | current phase
· Including the replacement of the Agency Financial Reporting System (AFRS) - Phase 2: Core Human Capital Management & Payroll (Future phase)
· Including the replacement of the Human Resources Management System (HRMS) - Phase 1B: Expanded Financials and Procurement (Future phase)
- Phase 3: Budget (Future phase)
*OneWA completed a four-week Phase 1A go-live assessment in Nov. 2024. The Executive Steering Committee (ESC) voted to adjust the go-live timeline by at least one year, with an anticipated go-live range spanning July 2026-January 2027. More analysis is being conducted to determine a precise go-live date.
Implementation history
The OneWA program officially entered Phase 1A in 2021, marking the beginning of full-scale implementation efforts. Prior to this, from 2013 to 2020, extensive preparatory work was conducted to lay the foundation for the program. These preliminary years focused on conducting assessments, researching Enterprise Resource Planning (ERP) solutions, and evaluating potential system implementations.

- Completed the agency system-by-system impact analysis and inventory
- Conducted a comprehensive project reassessment to incorporate those systems into the scope and plan
- Delivered live demonstrations of Workday to state agencies
- Provided OCM support to the agencies through the OCM pool
- Provided technical support to the agencies through the technology pool

Why Workday?
Workday is an on-demand (cloud-based) software vendor specializing in enterprise resource planning, financial management and human capital management applications.
Washington State is not the first state to implement Workday. Workday has proven successful with six state governments and several city and county governments with populations of more than 500,000 people. Workday delivers one security model, one source for data, one user experience and one community.
