Client-specific procurement processes (i.e., DSHS/L&I) | Program | Client Purchases – Client Service Contracts are for services provided directly to agency clients by contractors, including but not limited to, medical and dental services, employment and training programs, residential care, education and subsidized housing. Clients are those individuals whom the agency has statutory responsibility to serve, protect or oversee. Clients are the targeted individuals in the public that an agency is responsible to serve. Injured Worker Providers – Client services provided by a network of doctors or other providers that L&I or DSHS has approved by the agency that meet standards similar to those used by health insurance providers. |

Policy level | Program | Incremental expenditures that may represent revised strategies or substantial differences in program direction and can include proposed program reductions. Examples can include discretionary workload expenditures necessary to address workload not defined as mandatory, new programs or changes in the level or scope of existing programs, or program reductions and other changes. |

Enterprise Interface Builder (EIB) | Program | The EIB is a standard Workday template developed by the One Washington team that will enable agencies to prepare a bulk data upload for simple inbound integrations. The EIB replaces the current ‘Financial Toolbox’ and the TALS import template. |

Key performance indicator | Program | Key performance indicator (KPI) is a measurable value that demonstrates how effectively a company is achieving key business objectives. Organizations use KPIs to evaluate their success at reaching targets. |

Agency Support Team (AST) | Program | The One Washington agency support team (AST) network was created to support a two-way flow of information between the One Washington project team and the agencies we serve. The AST network is comprised of representatives from each state agency including a sponsor (typically an agency director or deputy director), a lead who provides project management support, and subject matter experts (SMEs) who are helping to prepare their agency's people, processes, and technology for the changes ahead. |

Apparent Successful Bidder (ASB) | Program | The lowest responsive and responsible Bidder as determined by the bid evaluation process and prior to Bidder negotiations. |

Consultant | Program | An independent individual or entity contracting with an agency to perform a professional service or render an opinion or recommendation according to the consultant’s methods and without being subject to the control of the agency except as to the result of the work. The agency monitors progress under the contract and authorizes payment. |

Procurement professional | Program | A state employee possessing the knowledge, skills, and abilities through training and education who is able to develop and draft transactionally relevant procurement and contract documents to support agency operations. |

Tenant Management Plan | Program | This plan will document mapping of environment to the physical tenant. |

The Allotment System (TALS) | Program | This system enables agencies to develop allotment packets online. It supports allotment development, management, review, reporting and monitoring needs for state agencies, OFM and the Legislature. |

Fiduciary funds | Program | Assets held in a trustee or agent capacity for outside parties, including individuals, private organizations and other governments. The three types of fiduciary funds are: Expendable Trust funds, Nonexpendable Trust funds, Pension Trust funds and Agency funds. |

Maximum allowable construction cost | Program | A cost that the owner stipulates to the design consultant before design begins. The cost is the owner’s budget for the construction cost of the project and serves as the parameter in which the design consultant agrees that the construction cost of the design will not exceed. |

Budget Development System (BDS) | Program | An enterprise application developed as a tool to assist agencies in building all components of the decision package and submitting operating and transportation budget requests online. The new Agency Budget System (ABS) replaced BDS in June of 2018. |

Dashboard | Program | A visually intuitive and easy to understand graphical representation of key performance indicator shown on a single screen. |

Real property | Program | Property that is fixed, immovable, and permanent. Real property includes land, structures affixed to the land, property affixed to the structures, and in some cases, trees etc., growing on the land. |

Workforce Readiness | Program | Helps end-users understand how their job is changing and be prepared for new roles and responsibilities – before training. |

General contractor/construction manager (GC/CM) | Program | A GC/CM is a firm with which an agency or institution has selected and negotiated a guaranteed maximum allowable construction cost for a project. A competitive selection process is used through a formal advertisement and competitive bids to provide services during the design phase that may include life-cycle cost design considerations, value engineering, scheduling, cost estimating, constructability, alternative construction options for cost savings, and sequencing of work. The GC/CM acts as the construction manager and general contractor during the construction phase. The GC/CM process is considered an alternative contracting method and is subject to provisions in RCW 39.10. |

Office of Minority and Women's Owned Business Enterprises | Program | RCW 39.19.010 Intent. The legislature finds that minority and women-owned businesses are significantly under-represented and have been denied equitable competitive opportunities in contracting. It is the intent of this chapter to mitigate societal discrimination and other factors in participating in public works and in providing goods and services and to delineate a policy that an increased level of participation by minority and women-owned and controlled businesses is desirable at all levels of state government. The purpose and intent of this chapter are to provide the maximum practicable opportunity for increased participation by minority and womenowned and controlled businesses in participating in public works and the process by which goods and services are procured by state agencies and educational institutions from the private sector. |

Capital budget preparation | Program | Creation of the long-term financing and expenditure pan for acquisition, construction, or improvement of capital assets such as land and buildings, and for programs that accomplish facility improvements. The capital budget is included in an appropriation bill for a specific biennium; the Ten-Year Capital Plan is proposed by the Governor but not enacted into law. |

Reversion | Program | Unused appropriation authority. If an agency does not spend all of its appropriation in the timeframe specified by the budget, the authorization to spend that dollar amount expires. |

Improvement | Program | A legal term referring to anything erected on and affixed to land (e.g., buildings, roads, fences, and services), which legally becomes part of the land, according to common law and statutory definition. |

Legacy System Remediation System Disposition: Retire | Program | The definition of the Legacy System Disposition Retire includes the following components:
Absorb: A portion of the agency system can be absorbed (partially retired) by Workday and use One Washington integration services (decouple the finance functionality). |

A complete ERP system combines data on an organization's main resources and provides decision makers with real time, enterprise information. |

Leadership in Energy and Environmental Design | Program | LEED™ is a green building certification program that recognizes best-in-class building strategies and practices. RCW 39.35D states that all new construction of state-owned buildings over 5,000 square feet and renovations to state-owned buildings when the cost is greater than 50 percent of the assessed value of the building shall be designed and built to a minimum LEED™ Silver Standard. |

Agency Support Team Lead (AST Lead) | Program | Our AST Leads serve as the point of contact for their agencies. They facilitate communications between their agency and our One Washington team, and serve as the primary day-to-day contact. |
